We wanted you to be aware of some highlights to the Rules & Regulations handbook.
Excess Noise is a big concern for homeowners:
• Quiet hours are from 10 PM to 7 AM.
• Noise echoes throughout the complex, including talking on your deck, on cell phones, especially on
phone speaker, from TVs, and stereos, so please use good judgement to prevent excessive or disturbing
noise. Even with your patio doors open loud talking and noises inside your condo can be heard
throughout the complex. Neighbors report hearing other neighbors giving credit card, medical and
other confidential or personal information.
• The floors and walls carry noise so any banging of doors, cabinets, dropping items on the floor or moving
furniture carries to other units, both below and to the sides. Hard soled or high heal shoes echo as well.
Please be considerate of your neighbors, especially those below you.
• Work done within a Unit which could cause sustained noise shall be completed only during the hours of
8:00 am – 5 pm, Monday – Friday with prior written approval from the Board.
• Disturbing, excessive, or offensive noise which causes discomfort or annoyance to any reasonable
person of normal sensitivity residing in the Association is not allowed. Unnecessary noise or unruly
conduct is not permitted. This includes but is not limited to, televisions, radios, and/or other sound
emitting devices. Speakers and floor supported musical instruments (i.e., pianos and organs) must be
properly insulated from direct contact to floors and walls to minimize vibrations and noise transfer.
Other awareness items:
• Water leaks need to be reported and addressed quickly due to the potential for damage.
• Leaking faucets and running toilets need to be repaired in a timely manner as this is a wasted cost to the
HOA.
• Nothing should be hung over the railings, such as laundry, rugs, towels. Items should not be stored on
the balcony. This includes bicycles, surf boards, exercise equipment, cleaning equipment & supplies,
and any general storage.
• Barbecues are limited to those described in the handbook.
• Gym equipment should not be removed from the exercise room.
• Shopping carts are for the use of all homeowners, so they should be returned to the garage as soon as
you are done with their use.
• Dogs must not be greater than 35 pounds fully grown.
• All dogs must be registered with the City of San Diego & Action Property Management on the OTOI
form.
• Dogs must be kept on a leash when in the common areas. They must not be aggressive or constantly
barking.
• Trash should be properly disposed of using the trash chutes located near each of the elevators. Only
bagged trash should be put in the chute and of proper size to prevent clogging the chute.
• Recycling of boxes and other materials should be taken down to the trash area near each elevator in the
garage. Boxes must be broken down to reduce space. Other recycling material must conform to the
guidelines posted and not in bags which do not qualify for recycling. Loose is better to avoid additional
recycling fees.
• Vehicles must not leak fluids onto the garage floor.
• Short term rentals, less than 30 days, are strictly prohibited.
• You may only rent your parking space to those that live in Columbia Place.

Columbia Place has contracted with Western Fire to perform the Annual Fire Sprinkler inspection and testing on Thursday, May 18, 2023. Western Fire will be inspecting and testing the fire alarms and sprinklers within the units. Access for this inspection is necessary and mandatory per fire code. Please arrange to provide access to your unit for the scheduled timeframe. You may be present yourself, arrange to have a friend or family member present or authorize entrance by the Building Engineer, Eddie Arreguin, by emailing ccontreras@actionlife.com.
Western Fire will be on the property from 9:00 a.m. to 1:30 p.m. Please be aware that the fire alarm horns will sound intermittently from approximately 9:00 am – 1:30 pm throughout the inspections.
Thursday, May 18th
4th Floor – 9:00 am – 10:00 am
3rd Floor – 10:00 am – 11:00 am
2nd Floor – 11:00 am -12:00 pm
1st Floor – 12:30 pm-1:30 pm

Effective January 23, 2023, Board meetings will be held on on the fourth Monday each month and will be held in person. The location will be in the onsite fitness center. The meeting times will remain the same; Executive Session at 5:00 p.m. and Regular Session at 6:00 p.m.. The next meeting is scheduled for February 27, 2023.

The recurring Board meeting has been moved to the 3rd Thursday monthly. The upcoming Board meeting is scheduled for August 18th. Open Session to begin at 6:00 pm.

Have you heard about the upcoming painting project? An opportunity to learn and understand the ins and outs of the project including start date, schedule and impacts to you as a resident will be held via Town Hall meeting on August 9th at 6:00 pm. Flyers will be posted throughout the community.
We strongly encourage as many Owners and Residents to attend! Please mark your calendars for August 9th at 6:00 pm. The Zoom information will be emailed at a later date.

IMPORTANT NOTICE RE: GARAGE HYDROJETTING
This notice is to inform all residents that the branch lines and sewer mains will be hydro-jetted. The nature of this work requires all vehicles to be removed from the garage while Countywide Mechanical is working. Below is the schedule for your review:
Wednesday, May 25th – West Side must be cleared
Thursday, May 26th – East Side must be cleared
ALL VEHICLES MUST BE MOVED OUT OF THE GARAGE BY 8:00 AM AND MAY RETURN TO THE GARAGE AFTER 5:00 PM.
